Since 2010 the Tea Party Base of the Republican Party has been complaining about the 716 billion dollars of the Prefered Provider Option that was stolen from their Medicare Part C. The plan from Hatch-Coburn does nothing to make the Tea Party whole. After four years of complaining it looks like they have to settle for Medicare like it is. The ACA is a done deal. No amount of complaint will change it now, and disgruntlement don't mean squat in the end.
The best the Republicans can do is modify the law in their favor as much as they can. The modifications will be limited to what can be changed within the law.
By this time next year, it can never be repealed. There would be too much confusion in the insurance industry to ever allow repeal. The teabaggers will grumble, but that's what they do about everything. The GOP will outnumber and outlast them.
