I thought this was related to the West Virginia spill.
Duke Energy was Gov McCrory worked for Duke energy for 20 years, $99,000 in restitution seems rather small based on the damage. A Federal Grand Jury has requested the records from Duke Energy.

But Monday night, she explained, a third such settlement was delayed in the
wake of a pond spill that produced up to 82,000 tons of coal ash and 27 million
gallons of contaminated water — the third-biggest spill of its’ kind in U.S.
