The Chinese are ramping up military build up, and now easing the population control from what I have read. I know this may be a bit conspiracy theory but is it possible they are planning for a war where they feel they may need the man power to up coming in the wings due to big losses in combat?

They do that to counteract the future effects of the boom of the population growth in western africa and the resulting population expansion, with countries which tripled the population in less than one generation. i.e. Nigeria from 50Miilion to 170 million.

China's main problem is its aging population and that is why they are allowing for 2 children families when at least one of the parents is an only child.

The gender imbalance is more of an issue. There are about 70 million more young men than women. They may have to launch a war for women.
