Let's suppose you had two towns that each had 7 stop signs. In town A they have fatality at each stop sign. In town B they have fatality at each of six stop signs but one stop sign has 6 fatalities. That nearly doubles the fatality rate.
If you are going to consider why town B has nearly double the fatality rate at stops signs would you consider it important to know it's one stop sign out of seven that is driving that statistic?
The murder rate in the US amongst the black population is not just a little higher, it's substantially higher.
OK that makes sense for people considering a move here. But if you're just looking at a place and deciding whether or not it has a problem of violence, it's not very relevant. I think the attitude that black violence is its own self-contained problem is part of the problem, actually.

Why would you limit to people that want to move here? If you're going to discuss statistics it's imperative to understand what those statistics represent.
FYI the numbers I used with stop signs are a not some numbers I just pulled out my ass. They are fairly representative of the difference in the murder rates.
