The ONLY reason to visit a consulate is if you are a tourist and need help from your HOME country. If you are a legal immigrant, you are required to know English to become a citizen and only citizens should be applying for benefits.

Legal non-residents will also need to sign-up for health insurance. You know people do sometimes get sick in other countries and those countries usually require some sort of coverage.
The consolute also helps outreach to hispanic citizens because HHS has done an abysmal job of getting the word out to their community.

Do try answering the question. Are we to assume everybody who frequents a Mexican consulate is an illegal alien? If not, then how do you conclude that Joe Wilson was right? It shouldn't be that hard.

Undocumented immigrants are not regarded as “qualified individuals” under the law, and are not allowed to purchase health insurance through state health exchanges even if they are able to do so with their own money. They are not eligible for Medicaid, Medicare or CHIPS.
About half the states have programs/exceptions for pregnant women and children, regardless of where they were born.
ERs have been stabilizing all people who come through the door, regardless of their immigration status or ability to pay and have been doing so for almost 30 years. This includes pregnant women in labor.
Children born in the U.S. have birth rights and are not denied benefits because of their parent's undocumented state. Children born in the U.S. to undocumented parents have always had the same right to qualify for benefits as children born to documented parents.
Back in 1986, Reagan promised to secure the borders. He did not.
Neither did any admin/congress that followed.
So long as employers feel free to employ undocumented workers, it will not matter how much money is thrown at securing the borders.
The Senate approved a bipartisan Senate Committee immigration package. The house does not have an alternative and does not want to take the political risk of a public vote. And so, the immigration can will continue to kick forward as it has for almost 30 years.

Obamacare negotiators camping out in Brownsville Tx and McAllen Tx have nothing to do with immigration bills currently in Congress.
Obviously the Obama administration thinks the biggest concentration of "legal" immigrants are in these 2 poor border towns.
I've never been to McAllen but I've been to Brownsville twice and will NEVER go back.
