Local or state, I agree. Federal could be from new money creation/deficit spending. New money paid for our 2 recent wars. GM bailout, etc. There is no new or separate tax to pay for those, and others.

I have not heard of a hospital not accepting Blue Cross insurance.
ACA does not sell policies. ACA directs you to an insurance company.
You get your subsidy, or tax, come April 15 next year, or now if you pay quarterly.
I am simply saying that minorities are poor and lack sufficient funds to see doctors not in the exchange or Medicaid. Private practices could be guilty of discrimination against blacks and browns by not accepting exchange based insurance.
