Sure, we really should have 2 departments. The one you mentioned and a second one to help with tax equality. The second department would work to assure that everyone paid to cover their share of government expenses. They would promote laws that would require every able bodied person to pay at least some taxes. We could fund it by placing a tax on the 40% that current pay no taxes and phasing the rate out as individuals pay more of their own portion of government expenses.
