Don't have time to read all the replies; however one reason for the high reported numbers of unemployed African Americans is because they do not give up looking for work.
Government unemployment figures only count persons who respond that they are actively seeking work. Those that drop out of the workforce and or otherwise not involved in seeking employment are *not* counted.
Simply put if African Americans who are unemployed stopped looking for work the reported "unemployment number" for that demographic would drop. By how many percentages one does not know, but that is the simple truth.
There are plenty of whites who have dropped out of the labor force and thus aren't counted as above. In fact one worry among those that are paid to worry about such things is that the improving employment picture in this country will prompt many who remained on the sidelines to begin actively looking for work. That again in turn will push up the unemployment rates.
Many African Americans have no choice but to keep on looking for work. On average they lack the assets and or sources of wealth that allow say portion of the white demographic to drop out of the labour force. That is if you do not have enough time in and or at certain wages leaving the workforce to file and live off disability won't work. If you aren't married to a spouse with wages that can carry the household it doesn't work either. If you cannot move back in with daddy and mommy to live rent free and access funds from either them or your own savings, again it doesn't work.
Lets cut through the bull.....Maybe the people who are in the position to hire staff don't see the black applicants as qualified or expect them to be lazy and inefficient and as a result don't hire them.

How is it crass? Why else would you say "the rainbow coalition is hiring"? I can recognize when backhanded remarks are coming in.
