Also The Constitution says the President is commander in Chief of the armed forces and can send them where ever he pleases.

War, as you put it, is not simply troops, but an economic condition for the entire country, allowing congress and the president to nationalize resources, ration food and so on. Bush did not go to congress for permission to go to war.

We do need to rein in the executive branch, because each successive president is expanding the power and authority to the executive branch, and Obama been more brazen then anyone before him. We need to halt this before we end up with a fascist dictator in the White House.
