My suspicion is that "diversity agenda" or not, the states with the largest cities and largest non-white populations are going to be the ones with the most segregated schools.

In that WaPo article, West Virginia is cited as one of the states with the most integrated schools. West Virginia is also 93% white and its largest city has 50,000 residents. New York, on the other hand, is 65% white and New York City is 8.5 million people. Again, this is only a hunch, but I think that segregation tends to be a bigger problem in urban areas (or at least that's where it's concentrated) and also is more likely to happen when you have more overall diversity in a given city, county, state, or whatever.
