The US is giving Israel $hundreds of millions to support its Iron Dome rocket intercept system. Israel claims an 85-90% success rate but independent examinations by rocket expert Ted Postel show it to be closer to 5%. It's an expense high-tech feel good/moral project that does little against Hamas rockets. Iron Dome ("Iron Dome" sounds impressive) rockets work on a proximity principle, detonating close the incoming rocket with the shrapnel intended to down the enemy rocket. This works when meeting the incoming rocket head-on but video and photographs show the Iron Dome rockets ineffectively approaching from the side or from behind.
Postol notes that Hamas rocket attacks are part of an "intended game." "Hamas fires its relatively small, generally inaccurate, and largely ineffective rockets into Israel from Gaza, knowing from past experience that Israel's response will likely involve air strikes that will, despite the accuracy of Israel's high-tech weaponry, kill innocent civilians and, Hamas hopes, make Israel seem a callous oppressor in the eyes of the world.

Israel does not have enough domes to cover the entire country. So it has numerous holes in its air defense. So it's 90% effective to cover its high population areas but not enough to deal with the entire country from more than one direction. Simple physics calculations can figure out the flight arc to see where it's heading too. If its heading toward the desert then there is little to no reason to intercept it. Keep in mind that Terrorists from Gaza add shrapnel (nails, ball bearings, etc) to the tips, thus it meant more to maim many people rather than kill. This is why people in Israel are told to get to the shelters or lay on the ground outside for 10-15 minutes after ones's land due to the ricochets of the shrapnel. I've posted a few times the one that landed in the field near my part time home and it was mostly intact except for missing its tip (I'll post it again in this thread). Also keep in mind that the Arab League has strongly advised them what directions NOT to fire into. Some the Terrorist groups are testing the waters to see how close they can get to these special areas without incurring the wrath of the Arab League. These special areas do not include areas that are primarily Arab. Think about it; if they have rockets that can be launched from the southern tip of the Gaza Strip and land in the northern tip of Israel not one has landed in the settlements(that they complain so much about) in the region that surrounds Jerusalem. Over 99% of rockets are launched N,NNW,E,SSE,SE but its extremely rare for one to land in the NE quadrant. So to get to a quoted 5% rate is like asking why doesn't Las Vegas have the same exact number of Police officers as NYC does.
The UN is insisting that it's a "War Crime" for Israel to not share the Iron Dome Technology (which the OP claims is only 5% effective) with Hamas, which the USA and others have listed on their Terrorist Lists.

Keep in mind that not one of the Palestinian friends has supplied them with real launching pads nor missile technology since day one in 1967. So now some idiot in the UN tells Israel to give them technology they can't use since the missiles it uses are only made by Israel and the US. I wonder why this idiot doesn't go a step further and tell NATO to supply them with one complete setup for free (missiles, shipping & handling are extra)?

I'm not sure what the point of your post is. The money the US gave to Israel for Iron Dome? The messaging put out by both Israel and Hamas? Are you saying that Iron Dome only intercepts 5% of Hamas rockets, and therefore Israel is actually absorbing 95% of the rockets sent into the country? Don't get what you are saying or where you are going with your post.

I guess their reasoning is that a Hamas rocket could go out of control and kill the shooters. If they had the technology, they could safely fire their rockets without killing themselves
Hamas uses a LOT of low altitude , line of sight, rockets. These can't be intercepted. The "Iron Dome" is designed with things like SCUDS in mind, though it can pick off larger, high altitude type missiles and rockets that are smaller. But something with a say , 20-50 mile range, that flys rather knap of the Earth, not going to drop that.
