Well, from what I can tell from the article. The app allows her to remotely lock the phone to where the phone can only be used to call the mother(to get the password).
The point of a child having a phone, is to make sure you can contact them, or they can contact you in the case of an emergency. Obviously you can take the child's phone away, but then they won't have a phone. This is the same concept as taking the phone away, without taking away their ability to make emergency calls.
And what did all of the children do before there were cell phones?
