The prosecutor can block witnesses, use inadmissible evidence, exclude evidence supporting the defendant, use speculation, and has a lower standard to indict than the standard to convict at trial.
In short, the prosecutor can pretty much get the result they want at grand jury.
I am aware they are different. That's why they say a grand jury can indict a ham sandwich.
BUT in this case, the prosecutor states he is going to bring in ALL the evidence. He could be bull****ting
but that is what he says.
There has to be accountability on the police department behalf. This isn't right at all. If a police officer can get away with shooting an unarmed person with his hands up and there is no report made then we have to make some changes. This can't be accepted.
Any time an officer shoots whether it be to kill or stop a suspect there should be a report made public.
There are too many ways the officer is able to wiggle around and never held accountable. The prosecutor is a public servant as well and it doesn't seem like Bob is understanding who he serves.
There was definitely a report made, not necessarily by Wilson, but by the agency that took over the investigation. Another agency always takes over when a public department is involved. Even if a cop has a traffic accident, another agency takes over to make sure it's done fairly.
I'm sure Wilson also wrote out his complete explanation and signed it, they didn't just tel him to take the rest of the day off..!

Then it is the state law you need to change.......and that can be done.

If you make open investigative reports public record, you will have more transparency but at a huge cost in privacy and law enforcement.
If you think "snitches get stitches" is bad now, wait until it becomes possible to obtain each individual witness statement as it is made, to get a list of potential witnesses before they are interviewed, to get the details of any victim while the case is still open. An investigation is a tool of both the police and the criminal, and allowing the criminal to have open access to all the details of the investigation as it is going forward will make it much easier for the criminal to avoid conviction and far more difficult for a victim or witness to come forward. Remember, you cannot protect the identity of a victim or witness if no crime has been determined to occur yet, so you cannot keep their information out of the released report.
