The only "war on coal" thats actually real is the fact that natural gas has gotten cheaper. So tis more like "capitalisms war on coal".

The Obama Administration has not really done much new that I would call a "war on coal".

Only back in 2012 when there was a huge glut on the market, if this chart went back to early 2012 it's down around $2/MMBTU

The five year maximum depicted in this graph was from 2012, if this is a cold winter it's going through the roof.

Here's the EIA projections.
Quote:
Short-Term Energy Outlook - U.S. Energy Information Administration (EIA)
Natural Gas Prices

Natural gas spot prices fell from $4.47/million British thermal units (MMBtu) at the beginning of July to $3.78/MMBtu at the end of the month as natural gas stock builds continued to outpace the historical norms. EIA expects spot prices will remain below $4/MMBtu through October, before rising with winter heating demand. Projected Henry Hub natural gas prices average $4.46/MMBtu in 2014 and $4.00/MMBtu in 2015.

Coal Prices

Annual average coal prices to the electric power industry fell over the past two years, from $2.39/MMBtu in 2011 to $2.35/MMBtu in 2013. EIA expects average delivered coal prices to increase over the forecast period, with prices of $2.38/MMBtu in 2014 and $2.39/MMBtu in 2015.

State rights. The government and public opinion in Oregon are against the proposal and don't want the dirty end of the stick in sending coal to China.

Canada has west coast (B.C) coal mines that ship to China. Margins are so low they can't afford local labor and are importing coal workers from China.

Mines are not prepared to pay enough to attract Canadian workers, say employment experts.
The hundreds of “temporary” foreign workers coming from China starting this autumn to work in northeastern B.C. coal mines will end up staying for years, if not decades, predicts the president of a B.C.-based employment agency.

The widow of a Chinese coal worker in Alberta, Ge Genbao, said her husband told her he would make the equivalent of $600 a month.
