I am fairly certain that 9-11 would not have occurred under Gore, since numerous agencies were warning of it happening, even Russia sent a warning, and top Pentagon officials were warned not to take commercial flights in the weeks leading up to 9-11.

What happened?
Bush was extremely dangerous in a pro-active sense. Obama is pretty much a do-nothing president, as the original SNL skit aptly portrayed him, so no, Obama is not as bad, but that's not saying a lot.
Gore is probably happy is wasn't elected. Look at the money he is making from his so called global warming scare. He would not have had the time to go around the country getting all that money out of people if he was president.
He gets on his private jet and flys to the city he is appearing at, gets in a limo to be taken 2 blocks away from the event he is talking at, gets in his daughter's Prius, drives up to the door of the event, people slobber all over him, he makes his speech, collects his money, drives the Prius back to the limo and to the jet back to his huge electric guzzling home and does it over the next day.
How do I know? I know the limo driver he uses. Just weird he thinks he can fool people but I guess rich people live in another universe and we are just down here who know nothing of what they are doing. We are just here to serve them.

Who knows how things would have turned out, but yeah it's likely we wouldn't have went to war in Iraq so government spending would have been lower. It's likely we wouldn't have had those tax cuts so government revenues woukd have been higher. And that probably means the budget deficits aren't as large during the recession.
The sad fact is conservatives don't connect their policy preferences of cheerleading us into the Iraq war while cheer leading tax cuts as having anything to do with the budget woes.

Gore? Please get over 2000. Your buddy Barry has done a fine job of encouraging terrorism and crime right here in the States and giving our enemies a free pass. And forget about the economy improving; I doubt Al would have done things any differently.
