Can't expect oversight when legislators pretend to be Colonel Potter and sign whatever Radar puts in front of them.
Given that dems signed obamacare without knowing its details and no one removed them from office for dereliction of duty and irresponsible behavior it is not likely oversight will be high on their priority list.
The three letter federal army is ripe for harvest and in need of a haircut or handcuffs as the situation may warrant. Especially when many have been weaponized to persecute and prosecute political opponents.
Like an old west town hiring a nefarious gunslinger to enforce the law and who gradually takes over the town through fear, the three letter agencies have gone rogue and now the town regrets its decision..too late. We wait patiently for our hero legislators to set things right and lament their abandonment of the people they pretend to represent.
You actually think the president sits in his office micro managing all the government agencies? I thought that was the House of Representatives job, as they actually initiate and approve the funding for all these agencies. I'm sure you think that somewhere buried in the darkest reaches of the Department of Redundancy Department is the next Benghazi.
Remember the first rule of government.
The president is powerless to do anything unless the House of Representatives funds it first.
There are fifteen Federal executive agencies: the Departments of Agriculture, Commerce, Defense, Education, Energy, Health and Human Services, Homeland Security, Housing and Urban Development, Justice, Labor, State, Transportation, Veterans Affairs, the Interior, and the Treasury.

Hope this helps all with carrying on a rational argument about the OP's concerns.
Thanks for the relevant links.
I'll re-phrase my question. Isn't the source of all funding to run these agencies originated from the Republican controlled House of Representatives?
Doesn't the House of Representatives have a whole passel of oversight committees to monitor the funds they approved for these agencies?

Well hell,
Why hasn't the Tea Party house defund and shutdown all those programs, the democrats say they want to shutdown? Did the house direct the IRS to go after political opponents? Did the house tell DHS, who to put on the terror watch list? NSA to spy on Romney and other political campaigns. How did Reid know about Romney's taxes, to even speculate?
The house may have to fund them, but the president controls their directive.
