The suspect surrendered peacefully and is handcuffed and face down on the pavement - then they let the dog loose on him. The dog clamps down on his upper thigh and the the cops can't get him off - even as the suspect complies and remains still so as to not to aggravate the dog. The cops on the scene and a Sherriff's Office spokesperson blame the victim. The suspect was hospitalized and not charged in connection with the incident that led to his handcuffing.

They were probably screaming "stop resisting!"at the immobilized victim while the dog mauled him.
Cops are mostly sadistic low lifes.

I smell a lawsuit, and it appears justifiable if it is true that "the suspect was hospitalized and not charged in connection with the incident that led to his handcuffing."

The police generally do a good job under duress, at risk to themselves and bystanders. However, their past experience is such that they can become conditioned to expect the worst and overreact.

I might also add that there's something wrong in a police K-9 animal who can't be called off. Either it's the wrong dog for job, or the training leaves a lot to be desired.

These cowards were probably afraid of a handcuffed guy laying down in the street on his stomach. They are sadistic cowards and should be prosecuted for assault.

I would love to be on the jury when this guy sues.

This has happened numerous times. The Prince George county cops in Maryland are some of the worst offenders. They have repeatedly let dogs attack people who were already handcuffed. One guy had most of his calf torn off and was permanently disabled from an attack.
