Reagan (note spelling) and Bush both went to congress to get them to legislate the inclusion of spouses and children not covered by the law...CONGRESS REFUSED. Reagan and Bush effectively doubled who the LAW PASSED BY CONGRESS intended to cover.

I must have missed the clause in the Constitution that gives the president the power to legislate through executive orders if Congress fails to pass a bill that he supports.
