Why is there a Ferguson Grand Jury? It's a full blown months long secret pre-trial with secret evidence, secret witnesses, and secret jurors who can decide the cop is innocent. Is it a CYA for the state where they pass the buck and the political fallout on whether to prosecute?

Its to decide if there is enough evidence for a trail by judgement of panel of citizens.

I think they were trying be fair.

I agreed at the time.......now I think nothing but a public hanging of Wilson would make some in Ferguson happy.

The were screaming in the first few days that the prosecutor was racist.

Lacking a complainant, because he's the dead guy, a Grand Jury acts on "an information".

In Missouri, a grand jury is an alternative to a preliminary hearing. In a preliminary hearing, the judge determines if there is enough probable cause to proceed to a trial. In a grand jury, citizens (9 out of 12) determine if there is enough probable cause to proceed to a trial.

I think it's pretty evident why in a case like this you'd want to use a grand jury rather than a preliminary hearing.

They cannot rule the cop innocent nor even not guilty. If he is not indicted, he receives no double jeopardy protection and can still be prosecuted as long as the statute of limitations allows.
Why a grand jury? Read up some of the history of how they work. Every murder indictment in St Louis County must go through a grand jury first.
