In slave culture, acting stupid and slow was a viable strategy to reduce the amount of expected labor to be performed.
In post slave culture, it is not a viable strategy, but remained part of the culture. Unfortunately, it was reinforced by socialism, in 1935, via “Entitlements” (public charity). Enjoying the benefits of another’s labor, is perceived as a righteous turnaround of the situation, instead of an embarrassment.

Different hypothesis. Really have to read Albion's Seed or the author mentioned by Packard Fan. I read the former many times and it is eye opening for U.S. culture.
