Just follow the Japanese example. They constantly run drills for earthquakes and natural disasters. They are probably more prepared than any nation of Earth for these sorts of things.

I guess you can tell those experiencing small earthquakes due to fracking that they are not actually feeling earthquakes.

The frequency of these Cascadea subduction zone mega quakes is on the order of every 300 to 700 years, a large, possibly 9.0 or greater, hit on January 26th 1700 and ripped the fault zone from here in northern California up to B. C. and the reason we have active volcanoes from Mt. Lassen on up to Canada is because of this subduction zone. We will likely have many of these large earthquakes over the next million years. The frequency of these earthquakes is related to the amount of movement and stress that builds up over a period of time at which the earth reaches its breaking point and the subducting plate and one above it slip, one under the other. In the early 1700's, after the last large mega thrust, Mount Shasta was reported, by ships off shore, to have been erupting.

Ever heard of Old Faithful? Water does indeed seap into earthquake faults and faults are often responsible for water being where it is at, such as San Andreas Lake and Crystal Springs reservoir on the San Francisco peninsula, that follow the San Andreas Fault, also in Oakland is Lake Temescal that sits on the Hayward fault and created by the Hayward fault. The town I live in is riddled with faults that can be traced to the river and has created a high water table. Water injected into the earth can and does cause earth movement and if that water gets into a fault zone, such as In Yellow Stone park, it creates hot springs, geysers and such and those eruptions of steam are preceded by small earthquakes. And our technology did not create those small cracks in the earth, they are already there, we are injecting water under high pressure and sometimes polluted water, into the earth.
So your saying fracking is slowly and methodically releasing the pent up energy along the fault instead of a large and sudden release?
Sounds like we need to start fracking more to prevent large earthquakes.
No, fracking has been creating earthquakes in areas that don't have fault lines and are not known for having earthquakes.
