You don't have to have everything enshrined in a Constitution for it to be lawful, other countries have Parliaments and Laws.
All guns are not banned in Australia and the police in Australia often have to work in very difficult and remote locations with out much chance of rapid back up, hence the need for Officers to be able to protect themselves in relation to most scenarios.
I suspect a lot of farmers and people in the outback of Australia have ready access to rifles and shotguns as part of their everyday work and existence.
However, it is readily apparent that they need KNIFE control, and better mental health and/or anger management skills!

Who said anything about "rules"? I think it was obvious I was referring to the common sense most adults should accrue with time.
I believe you know the difference between Foreign issues and American ones vis-Ã -vis normal discussion versus always using a disparaging sarcasm when referring to a foreign country regarding your pet issue.
Unlike their counterparts in the UK and across the Tasman in New Zealand, the Australian police have always been armed. Why is this even an issue? Firearms regulation in Australia is on par with New York outside of NYC ... in other words it's certainly doable and many people own guns.
The New Zealand Police were originally armed as well but this practice ended by the early 1900s. Since then issued firearms are kept in vehicles and can only be displayed/used in certain circumstances. Also, alot of people don't know this but up until 1936 all UK police officers were allowed carry a revolver on duty at their discretion.

Maybe it just goes back to the ancient tradition that only hirelings of the local ruler were allowed to carry weapons. Weapons were for soldiers, police and aristocrats. The rest of the mob was to be without weapons of any kind.

Guns are not illegal in Australia. They are, however, well controlled as they should be, and no one carries a gun unless it a part of their job description.
Police occasionally have to use deadly force in the performance of their duties. They average around six fatalities per year in the country, or 105 shootings from 1989-2011. In contrast, there were 404 people killed by the police in the U.S. in 2011 alone.
