My grandfather used to say this. I never asked him to elaborate because I never cared back then.
Regardless of any nation or culture a liberal can have a change of mind and heart and become conservative.
But the opposite can never happen.

What happens to conservatives who are poor? If they do not become liberals, do they acknowledge that they are deficient? Do they hate themselves for their deficiency?

Poor conservatives don't blame others for their own misfortune.
So poor conservatives are okay with being deficient?
I know young guy who used to be poor,. Being young and not knowing his political affiliation he said "I must be a democrat because I am poor". I told him to listen to both sides and think about who you agree with more. Awhile after that he said I did what you said and I don't understand, I am poor but I agree with conservatives and R's more. Funny thing is, now he is "well" on his way to being a wealthy (young) man. He started and runs a business and has 2 real estate properties in Hawaii, now likes learning about taxes and has developed friendships with other people who are wealthy and mentoring him.
So poor conservatives are okay with being deficient?
No, they are not. They learn from their mistakes and continue to struggle - happened to me more then once.
Liberal losers whine how the world doesn't appreciate their greatness and continue to do the SAME mistakes.
People modify and change their views all the time. Some conservatives become more liberal. Some liberals become more conservative. Liberals tend to be more open to ideas so they are more apt to be swayed and there are those conservatives will not be persuaded no matter what. Depends on the individual.
