This isn't how it works. You do not have to prove yourself innocent to the government to avail yourself of their programs. You are innocent. Being that you are innocent and they have nothing to doubt that, they can not drug test you. Now, give them probable cause, they can.

So you don't think they are a right? In that case how do you see it differently than a drug test on a job application? I am trying to understand how you come to the conclusion that this is a compulsory search.

If we are going to test all welfare applicants, it should also make sense that we test bailout-receiving bankers, defense contractors, tax supported homeowners, college students who are receiving scholarships, etc. Politicians are no strangers to drug use.
You also need to prove drug users do not deserve welfare. Not all drug users are lazy, many are willing to work.
In other words, if stopping waste is your goal, then drug screening should be mandatory for anyone receiving cash from the government, which—in one way or another—is most people.
