While they may not be arrested they can be expelled without challenge by violating student conducts. Happens all the time, if you get got cheating, lying, etc.

Again, he just handed them a ton of cash. They are going to make money this way. If anything he's done the opposite of punish them.
I think he jumped the gun but we don't really know what the university's investigation has yielded so far. Maybe the two he expelled have a history? We don't know. I do think the outrage over the chant has created a momentum that has swept up the university, but OU has lawyers who presumably reviewed the school's code of conduct regarding this expulsion.

So, when you waive your right to counsel or to remain quiet when questioned by police, that's unconstitutional? You can and do waive your rights all the time....

The public university's "code of conduct" cannot trump Constitutional rights. Period.
Students have a right to an education without disruptions as well.
