Giuliani didn't blame Obama for crime in the African American community, he blamed him for the current tone in the U.S. for not addressing African American responsibility and culpability in these incidents.

Obama and Holder have provided excuses and fig leaves to bad behavior and pandered to mobs.

For that, Obama is guilty.

Giuliani returned New York City to place people could live. Under Dinkins NYC was around 2,000 murders a year, that dropped to under 700 under Giuliani.
