UNBELIEVABLE!! Judge Tigar was born in London,UK and was appointed by Obama to the US District Court in 2012. His father was a defense attorney. Tigar was a public defender. Way to go Judge Tigar in your part in further destroying the country!!

Los Angeles (AFP) - A federal judge in San Francisco has ordered California to pay for a sex-change operation for a biologically male prisoner that could cost as much as $100,000.

US District Court Judge Jon Tigar ruled Thursday that Michelle-Lael B. Norsworthy, who was born Jeffrey Bryan Norsworthy, should undergo gender-reassignment surgery at the state's expense to ensure her constitutional rights are met.

"Defendants shall take all of the actions reasonably necessary to provide Norsworthy sex-reassignment surgery as promptly as possible," the judge wrote.

Norsworthy has been in prison since 1987 and is serving 17 years to life for the 1985 shooting death of an acquaintance, according to the Orange County Register newspaper.

Norsworthy, 51, started to identify as a woman in the 1990s and was diagnosed in January 2000 with gender dysphoria, or gender identity disorder.

"She is seeking access to the medical treatment prescribed by her treating provider and denied for administrative, rather than medical, reasons," the judge said in his ruling.

California Department of Corrections and Rehabilitation spokeswoman Terry Thornton told AFP the state was reviewing all options, "including whether or not to appeal."

According to the Los Angeles Times, the operation could cost about $100,000.

No surgery is going to treat this disorder.

The Judge is a quack.

I've looked at 5-6 articles on this and in none of them is it stated what Constitutional right is being violated.

Even if there is one (I'm having a hard time coming up with it) the solution is easy. Constitutional rights may be removed through due process. It may not be a solution for this case but you simply add wording to any sentence that bars something like this in the future.

I missed the part of the USCON wherein it states that convicted felons have the right to change gender at state's expense.
But I can't read the fine print between the lines.

Let's see California is broke, but some whacko Judge orders $100,000 to pay for a prisoners sex operation. Since when did prison inmates get all these "rights"?

You know, I've heard people on the right say things like 'I guess I don't care as long as I'm not paying for it' and I've always said that they would never make you do that.... then California exceeds my expectations.

This is absurd. Prisons should provide healthcare on a reasonable and necessary basis. If someone has a pressing medical issue, it should be addressed. This basically mean, no cosmetic surgery, with the exception of sever injury that causes disfiguration. And rather or not believing oneself to be the opposite gender is a valid thing to have, it's not a pressing medical issue and there is really knew way to argue that it is.

Well now we'll see how many more come forward seeking state funded sex changes while in prison.
This just set a precedent.

There is a prior case in Mass. It was overturned and is headed to the Supreme Court on appeal.

51 year old inmate has served 18 years on a life sentence for murder and is depressed.

Too bad he decided to end the life of his victim who no longer can feel any emotions.
