You're right, it would be a waste. Well over that 47 percent of Americans he denigrated so glibly rejected him pretty soundly in November of 2012 in response. And he knew they would reject him again, which is why he decided against a run in 2016.

Hence, the 47% comment. A man who knows how to use money effectively and not waste it on people who's minds are made up. The potential donors knew that campaigning to people who's minds are made up would be a waste of their money too. Don't waste it where it will not do any good.
