You are right, I prefer the term used by Col. David Hackworth to describe the violence following the Rodney King vedicts, insurrection.

The spark for every black led "race riot since the 1960's (white sports fans excepted) has been sparked by what the black community perceived as unjustified violence against black people. So in fact these aren't race riots per se but insurrections against the police and the perception that they are nothing more than an occupying arm. Unfortunately there is a great deal of truth to that perception.

Arresting a non-armed, running while back person ending up with broken neck and 80% of Spinal Cord dissection due to tackle and takedown..doesn't translate as normal either...walking in a street..then having that teenager get rattled with bullets running away/unarmed...doesnt ring right at all...Sorry..harrassment of someone..intimidating making angry in order to use lethal force isn't law enforcement..It's set up..and kill in my minds eye!!

None of these highlighted cases involved anything like one would expect..like gangs shooting it out in a bank robbery or attacking a workplace by fired employee with AKA's or killing multiple innocence like the Colorado Movie theatre shooting.//How about that guy who killed two police officers walking out of work in their parking lot (PA)...ALL these murders seem to get arrested Alive..unless and of course they kill themselves..Point is Over kill against petty crime alleged..Mass murders..get arrested alive?? How Come??

TY..I have over my years spent many an hour or shift with these folks..and you wouldn't believe??..THEY are normal..once you stop screaming at them..and listen to them...There truly is an ability to talk to folks without threatening and pointing a gun at them and threaten with arrest etc....Maybe walking a block..never mind a mile in their shoes..you might think twice about such harsh judgmental comments that flow so freely

That could be.

Maybe the best policy would be to institute modern counter insurgency practices rather than large scale policing.
