With the only exception being stiffer penalties and stronger action by the courts to fine companies much sooner than this. I would imagine it wouldn't be too hard to put the dirty folks out of business eventually if they are sued when they flagrantly violate regulations repeatedly.

I think the ruling was useless... consider if they made 100 M in profit by doing just that and then paying the 30 M fine... they still made 70 M... the fine should be equal if not greater than the profit of the company during those times. Otherwise it is an incentive for them to keep doing it and paying the fine... the fine should be relative to the profit..
