Because she's white. She can say she identifies with being black but it doesn't change her skin color. Her life experiences are those of a white woman because that is how the world sees her.
This woman stepped down as president as the NAACP after she was outed as being white. She made herself look black and is very passionate about black rights. She has refused to identify her race, but taken this on as her identity. How is this so much different from Jenner? Should you be allowed to identify as another race?
Should she be allowed to identify as black? Sure, why not. Doesn't make it any less stupid, but if that's what she wants, who cares? Race is a meaningless concept anyway and it's quite sad that we still think it matters.

Is this fair sample of representation of black people's mind?
A street survey that doesn't even get the basic facts being surveyed correct is automatically suspect.
Most black people aren't particularly concerned about her whiteness or her position in the NAACP even as white, and where there is concern, it's of the fact of her deceit.
Maybe she was affected by Malcolm X's response to a white woman who inquired what she could do to help black people. His response was: "Nothing."
But it's not nearly as much an issue for black people as white people seem to think it ought to be. That really only exhibits the fact that white people are still very much focused on their own color.
