Most public assistance recipients live in areas that vote overwhelmingly Democrat, and are governed locally by Democrats. Why aren't the politicians they're electing succeeding in reducing their poverty levels?

Why would an atheist have a problem receiving charity? They are already on the government dole. It is not like the chruch makes you convert before giving you food.
