A safe buffer is very expensive and maybe impossible. During the occupation, US couldn't even set up a buffer safe enough for rocket launchers or sniper fire to not hit their administrative offices. They had to dig a tunnel to connect two offices sitting on opposite side of the street because people were getting hit walking from building to building.
And yes, a buffer requires LOTS of ground troops. Ground troops are expensive.
You CANNOT use American tax payer money to extract and sell oil. That's socialism and it's out of the question. Don't even think about it, it will never fly. Both parties will call for your head. So forget how much money the oil will fetch, that's not money for you to make. All you can get is the price for the mining rights.
Oil prices are at all time low. The mining rights are at all time low. The cost of using ground troops to safeguard the territory for the X number of years to completely extract oil will cost MORE than the money you get from selling the rights.

Just because you live in that country doesn't mean you get its resources. Which, to be fair, Europeans showed up in America with that same logic. And we generally don't see that in such a great light these days.
Iran's oil is Iran's. The only way to change that is to invade and claim the space that was once Iran as US territory, which is illegal.

This is a good example of why we need more sophisticated minds in leadership positions - minds that can grasp the nuanced complexity of tumultuous situations. We already bumbled through 2 wars with this cowboy attitude. Diplomacy is a much better approach to keep control of our enemies.
