Right now that person who buys a gun and gives it to a criminal does not become a criminal unless someone witnesses the hand off of the weapon. The background check is conducted at the time the gun is purchased, if it is a gift or trade then it would be upon transfer of ownership which is handled by a dealer in California. People who want guns but can't pass a background check will quite frequently find someone they know who can pass a background check to buy the gun for them. They get the gun, give it to the prohibited person and no one is the wiser..unless the gun is recovered after being used it a crime. At that time the police look up the dealers report of sale and contact the purchaser who typically will claim to the police that the gun was lost or stolen. Right now there is nothing the police can do. If this law passed, then the person who claims after a gun is used in a crime that it was lost/stolen they can be charged with a misdemeanor and hopefully won't be in a big hurry to do the same thing again. I don't see a problem with it. No one is taking your guns away or restricting the kind or number of guns you own, it is simply a requirement that if one or more of your firearms are lost or stolen you have an obligation to report that.
IOW, the whole crackpot "gun ownership" arrangement in America is very badly in need of reform and CLOSE supervision ...

There is no shortage of those who want to control others while reserving privilege and exclusive rights for themselves.
They are never willing to be held aaccountable for the failures of their scheming ways, they just go about layering one law over another to cover up their failures.

Thanks for posting. Your an asset to our fight against anti-gun nuts. We do appreciate you reminding everyone exactly what they are fighting against, and what kind of folks they would be dealing with in a "compromise" for sensible Gun Regulation. The best reason for saying "NO" more regulations.
And apparently they aren't being adequately enforced … ???
Why don't the Gun Nut Culture / NRA guys make use of their considerable political power to reign in gun dealers/owners who obviously contribute to the carnage … ???
By that "logic,"automotive dealerships should be held liable for deaths that result from vehicle crashes.
