Sicily has been the destination for tons of refugees from Africa for a long, long time. They remain in Sicily while being vetted before being transported to the mainland. The refugees are free to move about on the island they land.
Robberies and the occasional murder allegedly attributed to refugees , have been challenging for some of the islands. Reportedly some refugees have acquired guns and ammo they did not have when they arrived.
Sounds to me like Gambino is using terrorism to remain relevant.
