They are not a public sector homeless shelter so there's not much you can do except comment on it.
Maybe the town needs to increase their taxes so they can open a women's shelter.

The problem there is that a town pays for a homeless shelter, and then surrounding towns send all their homeless to that one. Good luck getting a tax increase in that case! To be equitable, it has to be a state or federal program.
It is fairly common to see shelters that do not accept men, particularly if they are for abused women. MRA-types complain about this, and people call them losers.
If such gender-segregated facilities exist for women, it only makes sense that there would be some for men.
As a Christian myself, I have to say this is just lame.
Why bother having a shelter in the first place? So now it is acceptable to discriminate against homeless?
How about do some true charity work and just give these women and girls a place to sleep? Yeah, people will have sex, so what?
These homeless people are not trying to join this idiot's church, they're trying to find shelter. They're not members of the church and he has no business forcing them to follow his religion.
People lost their homes, and they are on the street. They have nothing to lose, if they want to enjoy some free sex, why is it such an unforgivable sin? Please. Stop judging these poor people, and give them shelter. They will thank you for the day because you give them one day of hope. Show some humanity.
If a homeless person breaks the rules then ban that person. I doubt the rooms are private single rooms, so double up the men with men and women with women to reduce the opportunities for private sexual encounters. If there are kids I doubt mom is banging a guy in front of her kids. I watched the video, the director comes across as a paranoid bible thumping prude.

When you mentioned Fed I recalled that Nevada put their homeless on buses to California.
