In contrast to Saudi, Iran is relatively progressive. Women may leave the house unescorted, drive and work. Abortion is legal when the mother's life is at risk or the fetus is malformed/ damaged. There is emphasis on women's healthcare.
Back when, under the Shah, women enjoyed more freedoms and were granted the right to vote. The marriage age was increased from 13 to 18. The subsequent political revolution reversed progress but not nearly to the extend that occurs in Saudi.
Remote/ isolated areas everywhere tend to view women as property, regardless of religious beliefs, no different than the way women have been viewed throughout most of history.
I think you are conflating life under the Shah with what is happening now. The Islamic Republic of Iran is the original ISIS. They achieved 40 years ago what ISIS can only dream of. ISIS has Raqqa and Mosul and are under daily bombing. IRI has had the entire country and sells $100B worth of just oil every year. IRI is simply a smarter version of ISIS. They kill just as many but they don’t tweet pictures and videos of their killings. The social rules in Tehran and Raqqa are indistinguishable. They have religious police patrolling in Tehran just as they do in Raqqa. Read this and tell me what city we are talking about.

And this is just the tip of the iceberg. And what they don’t do is not because they don’t want to. In case you are wondering how two governments that don’t speak the same language and are separated by thousands of miles govern their people the same way, the answer is they read from the same playbook, if you know what I mean.
And there is nothing we can do to change it by force. The only way to help with any change is to engage them like we have done with China. Yes, it is a slow process but it's all that we can do.
