No, you cannot buy a handgun out of state without going through an in state FFL. This is a federal law applicable in all states.

I agree most thinking folks want guns laws Tightened Up. However most of the people you are referring to here don't bother to vote.

And yes, there would be a charge... here in TX, it's typically $15 to $25. The buyer or seller would have to cover that. Taxpayers would not be on the hook for this, only the people who want to buy/sell guns... you know, the people who are currently paying these fees for buying guns anyway.

Talk about making things up as you go. As for who pays, of course TAXPAYERS are paying for it unless all people that buy/sell do not pay taxes. Please tell me if the fees received are taxable?
