When the Obama's rental was announced, one of the reasons that seemed to have been touted in the media was the high tolerance Kalorama residents have for a significant 'protection/security presence' that residents of some other neighborhoods might find oppressive. Perhaps that influenced the Kushner's decision.

Kalorama is a luxury homes area by Embassy Row. It's not a huge area, so anyone who buys/rents there is going to be neighbors with some prominent people. A lot of former presidents made their homes in Kalorama.

Nope--Ivanka needs to be close enough to be First Lady (til Melania gets there) and Kushner works there, though the entire family will be soon while Trump continues skirting the nepotism rule.
