Actually, what happened was he insisted that the vote happen before the November elections and threatened Democrats that he would say they were soft on terrorism if they didn't support it. They wanted more time but Bush won and got the vote before November. They lived to regret their vote but Bush got his war. He definitely got the Iraq war he wanted so badly.
