Lincoln's words explicitly tell of the republican form (American republicanism) based on the sovereignty of the people (who are not governed without their consent).

People who have not consented are not "governed" / "ruled" / "controlled" by SERVANT GOVERNMENT instituted to SECURE endowed rights (i.e., natural rights, natural liberty, personal liberty, absolute ownership, etc).

Despite the ever greater encroachment by the Socialists and Usurers, the republican form is still the law of the land... but it's hidden in plain sight.

Where do you find it?
In any county courthouse law library, in the Statutes at Large (not the codified law). In the statutes, you will find that the law can never "accidentally" trespass the common law, private rights, or liberties of the sovereign people (who did not consent). In fact, if you do not find explicit exceptions for "private property" or similar trap doors, there is a legal escape in every statute with the word "shall."
SHALL - As used in statutes, contracts, or the like, this word is generally imperative or mandatory... But it may be construed as merely permissive or directory (as equivalent to "may"), to carry out the legislative intention and in cases where no right or benefit depends on its being taken in the imperative sense, and where no public or private right is impaired by its interpretation in the other sense.

MAY - Word "may" usually is employed to imply permissive, optional or discretional, and not mandatory action or conduct... In construction of statutes and presumably of federal rules word "may" as opposed to "shall" is indicative of discretion or choice between two or more alternatives, but context is which word appears must be controlling factor.

If a law states, "It shall be unlawful..." and you can show that if the law was mandatory in your case it would violate a PRIVATE RIGHT, the law can be construed to mean "It may be unlawful..." and merely optional, permissive or directory, without penalty for disobedience.

(This exclusion is in addition to exemptions, exclusions, and clauses based on the law not violating endowed rights and liberties of the sovereign people.)

What to verify to establish evidence that the republican form is still protected by American law:
__ Private property rights (absolute ownership by individuals)
__ Natural liberty (sovereign prerogatives of the landlord)
__ Personal liberty (rights of the freeman upon the public roads and waterways)
__ Natural rights (which includes those explicitly mentioned in the Declaration of Independence)
__ Rights and liberties are not subject to taxation, regulation or impairment

If one has absolute freedom upon one’s property, and freedom to travel upon the public ways, and government cannot trespass upon your rights and liberties - except by your consent -or- to secure the rights of an injured party, what more do you want?

But if you wish to enjoy the glorious socialist system, with its compulsory charity (compelled labor for the benefit of another - slavery) and expropriation of property (theft by government), it's by your consent, and not a violation of constitutional law.

Since FDR liberated all the privately owned gold money and criminalized the possession of gold by "free" Americans, it's pretty obvious that "law-abiding" government is a thing of the past.
