Well the facts are a Counselor is probably not qualified to be speaking to a suicidal person but if that is all you have then I don't see why Gay would even be an issue when talking to a counselor. what we really need here is an psychiatrist and probably a mental institution.

That's a referral. Which is what the bill specifically forbids in cases having to do with sexuality. Nothing else. Only sexuality. One specific group of troubled youth can't be referred to people who might help them, because of the gays.

it does say the parents have to be notified of the counseling referral in advance. that's about it.
