Seems like a reasonable regulation, phased in over 2 years or beyond and with climate change it makes a lot of sense. This is mostly about states with coal, they need to gradually move away from coal it's just a matter of time.

Of course it seems reasonable to you. It's Stalinist control over private industry ... naturally it appeals to Progressives.
Besides, this new set of regulations is only 1500 pages... a drop in the bucket! What could possibly go wrong!
Not to answer for the Cleric, but my take is because natural gas is cheaper and cleaner. The marketplace is the real problem for coal, not government regulation.

With social media and Internet search technologies, there should be a way to prohibit all the eco-nuts from having access to the energy they want to ban.
There would be a chip embedded in their credit cards and smartphone apps that would prevent them from purchasing any fossil fuel.
They could learn to walk and ride bikes more. Airlines, trains and subways would also be prohibited if they use gas or diesel.

Just because it is, doesn't mean that it should be. Pollution from coal burning power plants constitute a majority portion of non-automobile air pollution in the US, with wood burning contributing a surprisingly significant bit of particulate matter.
Coal burning is filthy and adds to increases in childhood asthma and cancer cases in the general population. The mess it leaves behind in both ecological and economic terms takes decades to recover from, if full recovery is even possible. Flattened mountain tops, dead streams, pools of toxic sludge, acid run-off, single resource dependant economies, under-educated populations... the list goes on and on why coal extraction in Appalachia has been a losing proposition since the 80s. Plus, the coal industry itself has set on it's hands and largely hasn't updated its methods and technologies for mining in several decades. And with natural gas basically free these days...

Yes, but on those issues Obama's conduct was so unbelievably improper that even the left wing drones had to get it right.
They were very significant issues so one can't say never.

I'm not here to defend them. 9 times out of 10 they are wrong but they shot down Obama's "recess" Labor Relations Board picks. They would have enacted some pretty liberal policies if they had been allowed to stay.
Obama is an absolute failure. This after being handed the moon & stars when he was elected. He squandered all his political capital on protecting the bankstersk giving handouts to his political cronies, and expanding GW Bush's foolish war mongering in the middle east with no results to show for it.
So now nobody pays attention to this community agitator and that is why he issues executive orders which the courts invalidates and which the states ignore.
Coal is poisoning us, we need to get away from it. Anyone who defends the coal industry has their head in a dark place. Blasting mountains, poisoning our water, strip mining our national forests to provide smokestack scrubber materials, and so forth.
