Probably because there are a lot of white Americans in those safe cities to offset the crime. You can't really compare Jackson Heights to Chelsea. Illegals break the law at a rate of 100%.

Queens is 48% foreign born and had a rate of about 2.5/100k murders last year, even lower than the city average and more on track with the crime rates in Canada and Western Europe as opposed to major American urban centers. The white Americans can only do so much to bring down the crime rate when half of the entire borough is foreign born
San Diego and Los Angeles are very close to the border so I would assume they have quite a bit of illegal aliens as you say, somehow their crime rates are still low compared to the other urban centers
