I don't think you understand what I meant. That fee would be charged to residents in a state like NY that has a moratorium on natural gas drilling. It would be returned to the residents of a state like Pennsylvania that exports electric, natural gas and coal to NY.

I know exactly what you meant. By producing themselves a profit, they do so at an environmental cost.
