You are correct he didn't exactly apologize, he also didn't hold them accountable for their own violence to other countries.
There's a time and place. Hiroshima is a very suitable place to ponder the pity of war, which is what happened. Those who decided to kick off World War II are long gone - some like to think they're answering to a higher authority. Hiroshima is not the spot to discuss whose great-grandfathers committed the worse crimes. (The Japanese, and everybody knows it.) Like Kohl & Mitterrand at Verdun.
Besides, I'd argue that Hiroshima marks an event that goes beyond World War II. If we disentangle from the nuclear symbolism, as a bombing attack, it was no worse than the firebombing of Tokyo. But the nuclear aspect of the attack is what sets it apart, and what makes it a site with historical relevance beyond the war that caused its destruction.

Like I said, perception is reality. I am sure the visitation is a nice gesture (and I mentioned that earlier), but the result might not be desirable.
