Nowadays all Branches aside from their Constitutional responsibilities seem to be Legislative Branches as well.

I fail to see point you are trying to make other than going from a tricameral to a quadricameral government. Maybe you can enlighten us as to why that might be beneficial/necessary/important. Otherwise this topic is meaningless.

Well if it was a cycle...Legislative branch passes a bill...Executive branch then signs the bill...Judicial Branch then rules that the law is Constitutional...them Cabinet Members branch then regulated that states adhere to the new law.

why should we break up government even more, and only make it larger? the cabinet was designed to help the president operate the government.

Expand fedeal and state goverment. Example universal healthcare run by the States. Within the advisement branch the healthcare department ensures States are properly utilizing funds to fund universal healthcare. In addition to, example do away with federal prisons and make states take care of their own prisoners. Health department ensures that civil rights are being met and adequate rehabilitation of prisoners.

Part of the job of the executive branch is to ensure that laws, one passed, are being acted upon. It's why manny rightfully criticize Obama on immigration. What you described the Cabinet Branch as being is already the responsibility of the executive branch, and part of why the President has a cabinet in the first place. The advice him on various issues. What you're asking for is sort of like asking for a Senate Majoirty branch and a Senate Minority Branch. It's redundant and unnecessary.

Since the President appoints the Cabinet, how would it be independent?

It's all "the govt" dividing it up and calling it something else won't make a bit of difference. Just as we see the three branches of govt check each other is all a myth.
