IMO, No. if the followers of ISIS or ISIL wanted to make a statement then they'd do this nearly every day as Hamas does it in Israel. It's rare in Europe because most people are not willing to die for their 15 minutes of fame. Hamas attackers do it for the money their family will receive and the street that will be named after them. Now was he a Islamist? Yes.
The only significant "religion" that exists any more in the West -- and that has real political influence -- is hatred of white people and wanting to make them atone for their "sins."
This "religion" is a religion of the political Left (including most liberals in the United States), and it is as fanatically and irrationally believed in by leftists as any religion can be fanatically and irrationally believed in.
Bottom line: Until the Left is tossed out of power, the attacks and insanity will continue.
