You don't filter it out, you block it completely at the isp level. Any packet from that domain/ip number will be dropped.
Well that would likely require laws forcing those sites to be closed and a cooperation of government and private industry to make it happen. It's a balancing act though as I said before. Because if the laws are crafted as loosely as the patriot act then local police will start using them for drug suspects and such. The wording has to be iron clad and limited in scope.
