Never been a pothead. I've never smoked pot in my life. Same goes for doing heroine, cocaine, crystal meth and every other illicit drug. It's 100% true that all of the illegal drugs are profoundly bad for you. Sure, some may have their uses but in general they just get people addicted and destroy their lives.

And yet I favor legalization followed by hefty regulation. Why? Because the War on Drugs is a failed crusade. It's not working. It's turning inner cities into war zones, Latin American nations into human meat grinders and overcrowding prisons with non-violent drug offenders. We've gotten to a point where we're letting rapists and child molesters and even murderers out early just to make room for all the folks whose only crime was drugs. Who would you rather imprison: A guy who has raped 50 little boys and girls or a heroine addict who is only guilty of destroying his own life via his addiction?

Hmm, marijuana is legal where I live.

It hasn't caused some giant medical cost or crime problem. The state is on track to rake in an extra $44 million in tax revenue this year along with tens of millions more from business fees and licenses.

It's going to be rather difficult to maintain the lie that marijuana needs to be illegal lest we be plagued by crime and death and addiction when more and more states keep legalizing it and all the fear-mongering never comes to fruition.

I agree with the fact that we need to be focusing our resources elsewhere, but I have a friend from Colorado and I have been looking for a place to live in the PNW and all I keep hearing about is how it's help bring in out of state crime. I'm glade it's a source of local revenue, but if I understand it correctly the nation would have to legalize it, no boarder disputes, and it would also need to be cheaper. I think crime follows money and legality. Also look at what GB did for tea leaves in the 1800's, some pretty expensive, bloody things.

This is, frankly, nonsense.

Illegal grow ops were pretty rampant in the PNW (particularly southern Oregon, especially in counties where the citizens refuse to pay for law enforcement) long before marijuana was legalized.

The only noticeable change for most people is that now the dispensary that used to be on every corner is also open to the public instead of just medical cardholders.

It has been a complete non-issue.

I. The Adult Use of Marijuana Act creates a comprehensive regulatory structure in which every marijuana business is overseen by a specialized agency with relevant expertise. The Bureau of Marijuana Control, housed in the Department of Consumer Affairs, will oversee the whole system and ensure a smooth transition to the legal market, with licenses issued beginning in 2018. The Department of Consumer Affairs will also license and oversee marijuana retailers, distributors, and microbusinesses. The Department of Food and Agriculture will license and oversee marijuana cultivation, ensuring it is environmentally safe. The Department of Public Health will license and oversee manufacturing and testing, ensuring consumers receive a safe product. The State Board of Equalization will collect the special marijuana taxes, and the Controller will allocate the revenue to administer the new law and provide the funds to critical investments.

Yippeee...more money for the war on drugs so many talk about... except there is no war on marijuana... hasnt been for thirty years in California.. where stoners only got a ticket for less than one oz... that is if it just wasnt thrown away

Even the potheads that crafted this law knew an environmental disaster was occurring.. the its all organic bunk spread like fertilizer in this forum. Cost to cleanup a grow... about 50k... now we will get some of that back... that is IF this law passes

F. Currently, illegal marijuana growers steal or divert millions of gallons of water without any accountability. The Adult Use of Marijuana Act will create strict enviromnental regulations to ensure that the marijuana is grown efficiently and legally, to regulate the use of pesticides, to prevent wasting water, and to minimize water usage. The Adult Use of Marijuana Act will crack down on the illegal use of water and punish bad actors, while providing funds to restore lands that have been damaged by illegal marijuana grows. If a business does not demonstrate they are in full compliance with the applicable water usage and environmental laws, they will have their license revoked.

We can still ban away...

( d) Allow local governments to ban nomnedical marijuana businesses as set forth in this Act.

(m) Allow local governments to reasonably regulate the cultivation of nonmedical marijuana for personal use by adults 21 years and older through zoning and other local laws, and only to ban outdoor cultivation as set forth in this Act.



(3) Not more than six living plants may be planted, cultivated, harvested, dried, or processed within a single private residence, or upon the grounds of that private residence, at one time.

(a) Nothing in Section 11362.1 shall be construed to permit any person to: (1) Smoke or ingest marijuana or marijuana products in any public place, except in accordance with Section 26200 of the Business and Professions Code. (3) Smoke marijuana or marijuana products within 1, 000 feet of a school, day care center, or youth center while children are present at such a school, day care center, or youth center, except in or upon the grounds of a private residence or in accordance with Section 26200 of the Business and Professions Code or Chapter 3.5 of Division 8 of the Business and Professions Code and only if such smoking is not detectable by others on the grounds of such a school, day care center, or youth center while children are present. (4) Possess an open container or open package of marijuana or marijuana products while driving, operating, or riding in the passenger seat or compartment of a motor vehicle, boat, vessel, aircraft, or other vehicle used for transportation. (5) Possess, smoke or ingest marijuana or marijuana products in or upon the grounds of a school, day care center, or youth center while children are present. (6) Manufacture concentrated cannabis using a volatile solvent, unless done in accordance with a license under Chapter 3.5 of Division 8 or Division 10 of the Business and Professions Code. (7) Smoke or ingest marijuana or marijuana products while driving, operating a motor vehicle, boat, vessel, aircraft, or other vehicle used for transportation. (8) Smoke or ingest marijuana or marijuana products while riding in the passenger seat or compartment of a motor vehicle, boat, vessel, aircraft, or other vehicle used for transportation except as permitted on a motor vehicle, boat, vessel, aircraft, or other vehicle used for transportation that is operated in accordance with Section 26200 of the Business and Professions Code and while no persons under the age of 21 years are present.

yep.. we are ALL going to pay through the nose for others to use pot

(c) Upon satisfactory proof of participation and eligibility in the Medi-Cal program, a Medi-Cal beneficiary shall receive a 50 percent reduction in the fees established pursuant to this section. (d) Upon satisfactory proof that a qualified patient, or the legal guardian of a qualified patient under the age of 18, is a medically indigent adult who is eligible for and participates in the County Medical Sen;ices Program, the fee established pursuant to this section shall be waived. (e) In the event the fees charged and collected by a county health department are not sufficient to pay for the administrative costs incurred in discharging the county health department's duties with respect to the mandatory identification card system, the Legislature, upon request by the county health department, shall reimburse the county health department for those reasonable administrative costs in excess of the fees charged and collected by the county health department.

(e) The Department of Pesticide Regulation, in consultation with the State Water Resources Control Board, shall promulgate regulations that require that the application of pesticides or other pest control in connection with the indoor, outdoor, or mixed light cultivation of marijuana meets standards equivalent to Division 6 (commencing with Section 11401) of the Food and Agricultural Code and its implementing regulations.

Guidelines with respect to the use of persons under 21 years of age as decoys shall be adopted and published by the bureau in accordance with the rulemaking portion of the Administrative Procedure Act (Chapter 3.5 (commencing with Section 11340) of Part 1 of Division 3 of Title 2 of the Government Code).

Did any Californians know for example we are going to front this proposal 5 million dollars... to get it off the ground in the hopes we will get repaid?

I can keep going.. there's 65 pages of restrictive codes including felony violations... hmm if it passes how soon will the first marijuana felon get made... Im betting.. day one

I just report what I've heard or read, just wondering why your crime and homeless are higher than other places. Not being rude or judgmental, I really don't know, is it your mild weather. Like anyone, except criminals, I like lower crime, helps home values, etc. If not drugs, which the gov points to as a main component, what would you point to. I clearly understand that if we somehow got rid of a drugs in the US crime simply wouldn't just disappear. Also, another point to ad, Colorado has seen a major population spike recently, along with the PNW, as you know better than I do. Do you thing this could be a contributing factor. Example, New York around 1870-1900's.
